La entidad estatal competente es la responsable de la tipificación, estimación y asignación de los riesgos que se puedan generar en los Proyectos de Asociación Público Privada. En el proceso de tipificación, estimación y asignación de los riesgos, las entidades deben realizar el análisis de acuerdo con los criterios establecidos en la ley y demás normas que regulen la materia.
