La Nación se constituye garante de los empréstitos internos y externos, que previas las formalidades legales, obtenga el Municipio de Popayán, hasta por la suma de diez millones de pesos ($ 10.000.000.00) y con plazos no inferiores a diez (10) años, con destino a las obras de necesidad primordial para el Municipio de que trata el artículo siguiente.
