Votase la suma de veinte mil pesos ($20,000) para auxiliar la "Escuela de aviación Civil" regentada en Bogotá por el piloto aviador Hernando Muñoz. Este auxilio será atendido por el ministerio de Guerra.

El gobierno determinará la forma en que se pueda ser concedido el auxilio y las condiciones a las cuales quedarán sujetos.
