Ningún empleado, dependiente de los establecimientos oficiales de educación, podrá ser contratista para el suministro de uniformes, útiles escolares, en el mismo establecimiento en el cual trabaja. Los rectores propenderán por la organización de cooperativas, entre los mismos estudiantes, encargadas de suministrar a bajo precio tales elementos.
