Inmediatamente que Sea sancionada la presente Ley, el Gobierno procederá a hacer emprender los trabajos necesarios en cada vía, y si la situación del Tesoro no permitiere hacerlo simultáneamente en todas ellas, preferirá aquélla o aquéllas en que hubiere obras en construcción, o que las necesidades del tráfico entre mayor número de poblaciones que atraviese cada vía requiera con más urgencia su conclusión y mejora.
