Art. 3º Todas las demás vías públicas de Nación estarán á cargo de los Departamentos ó de lo Distritos, según los resuelvan las Asambleas respectivas, debiendo cada uno de aquellos destinar á la conservación y mejora de los caminos hoy existente y á la apertura de los nuevos que con permiso de las respectivas Asambleas acometan, todos los recursos que para tales efectos señale la presente Ley.
