La convocatoria es norma reguladora de todo concurso y obliga tanto a la administración como a los participantes. No podrán cambiarse sus bases una vez iniciada la inscripción de aspirantes, salvo en los aspectos de que tratan los apartes 4 y 6 del artículo anterior, casos en los cuales deberá darse oportuno aviso a los interesados.
