Quien tenga conocimiento de irregularidades en la administración de justicia, podrá formular la correspondiente queja ante cualquier funcionario jurisdiccional o del Ministerio Público. Si el que recibe la queja no fuere el encargado de ejercer la vigilancia judicial del despacho afectado, la pasará inmediatamente a la autoridad que corresponda quien la tramitará sin dilación.
