Obligación de declarar. Los sujetos pasivos deberán presentar la respectiva declaración del impuesto al consumo o participación de productos extranjeros ante la entidad territorial de destino, por cada una de las tornaguías que sean legalizadas ante dicha entidad, teniendo en cuenta las reglas de causación del tributo y los plazos para la presentación y pago de la declaración.
