Art. 5º. Si para el completo desarrollo de la Universidad nacional creyere el Gobierno necesaria la fundación de un nuevo Instituto, auxiliar de las facultades establecidas en el Colegio Nuestra Señora del Rosario, podrá gastar en este objeto hasta veinte mil pesos anuales. Para otras necesidades urgentes de la misma Universidad podrá invertir hasta treinta mil pesos anuales más. Una y otra partida se considerar incluidas en el en el Presupuesto de Gastos.
