El Gobierno procederá a auxiliar a las personas y familias pobres que hubieren sufrido pérdidas materiales con motivo de los movimientos sísmicos ocurridos últimamente en el Departamento de Nariño y del incendio en la población de El Charco , en el mismo Departamento, y que estuvieren desamparadas, por medio de una Junta integrada por sendos delegados del Ministerio de Obras Públicas, del Ministerio de Hacienda y de la Gobernación de Nariño.
