Las Asambleas Departamentales y Consejos Distritales determinarán el empleo, tarifas sancionatorias y demás asuntos relacionados con el uso obligatorio de la estampilla.

Parágrafo

Las Asambleas Departamentales y Consejos Distritales dispondrán que la formulación y ejecución del programa, mediante el cual se lleva a cabo la Seguridad Alimentaria y el Desarrollo Rural de los Departamentos, serán adelantadas por las Secretarías de Agricultura Departamentales, previa su reglamentación.
