Quienes ingresen por primera vez al sector público en cargos de carrera administrativa, aun cuando sean nombrados provisionalmente en estos, estarán obligatoriamente afiliados al Régimen de Prima Media con Prestación Definida administrado por el Instituto de Seguros Sociales. La entidad pública empleadora deberá afiliarlo al ISS, sin importar el tiempo que lleve afiliado.
