ARTICULO 2o. MODIFICACION DE FUNCIONES. - El literal h) del artículo 3o. de la Ley 135 de 1961 quedará así: h) Realizar programas de adquisición de tierras en zonas rurales, mediante negociación directa con los propietarios que las enajenen voluntariamente o decretar su expropiación cuando fuere necesaria, de conformidad con los procedimientos legales.
