En desarrollo de las funciones que le señala el artículo segundo de la presente Ley, "Satena" tendrá las siguientes atribuciones:

Adquirir en el país, de preferencia, o en el Exterior, materiales, elementos, equipos, combustibles, repuestos, accesorios y demás artículos indispensables para cumplir sus finalidades.

Contratar, previo concepto favorable del Gobierno Nacional y con la garantía de la Nación empréstitos internos y externos destinados al perfeccionamiento y ensanche de sus servicios y operaciones.
