° El Gobierno Nacional determinará la fecha o fechas en que deben designarse e iniciar labores los Juzgados Especializados y su número, en la medida en que las necesidades lo exijan, conforme a lo ordenado por el artículo de la mencionada Ley 2ª. Así mismo el Gobierno determinará, por razones de orden fiscal, las fechas para el nombramiento de los funcionarios y empleados a que se refieren los artículos 70, 72 y 73 de la ley en referencia.
