Las obras a que se refiere el artículo anterior deberán ser inauguradas el día 6 de mayo de 1940, fecha centenaria de la muerte del General Francisco de Paula Santander y como homenaje a su augusta memoria.

Parágrafo

El Centro de Historia de Bucaramanga celebrará en dicho día una sesión extraordinaria frente a la estatua del héroe que se levanta en la plaza de su nombre en la capital santandereana. Todos los Concejos Municipales del expresado Departamento celebrarán igualmente sesiones, en cabildo abierto, en honor del General Santander en la fecha indicada.
