La visa de residente será expedida por el Ministerio de Relaciones Exteriores o por los funcionarios consulares de la República, según el caso, a los extranjeros titulares de visa ordinaria, previa comprobación de haber permanecido en el país por un tiempo no menor de dos (2) años en forma continua y poseer cédula de extranjería, clase transeúnte.
