Si por arreglos directos con la Compañía del Ferrocarril el Gobierno puede obtener que ella se obligue expresamente a establecer su tarifa de fletes kilométrica y proporcional en toda la extensión o en cualquier parte de la vía férrea, concederá a la Compañía el permiso de que trata el artículo 3.° con los objetos allí especificados y le dará la autorización de que trata el artículo 4.º, suspendiendo los procedimientos legales mencionados en los artículos 1.º y 2.º de esta Ley.
