Sólo con sujeción a planes o prog ra mas previamente elaborados, podrán los Consejos Departamentales y Municipales ordenar o autorizar gastos, auxilios o contribuciones para la construcción de obras, el estímulo a empresas útiles o benéficas, o el apoyo a campañas de higiene, sanidad, asistencia social, beneficencia, educación, fomento económico u otras similares.
