De conformidad con lo dispuesto en el artículo 1º de la Ley 7º de 1944, el "Segundo Protocolo Facultativo del Pacto Internacional de Derechos Civiles y Políticos destinado a abolir la Pena de Muerte", adoptado por la Asamblea General de las Naciones Unidas el 15 de diciembre de 1989, que por el artículo 1º de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vinculo internacional respecto del mismo.
