Art. 17. No se admitirá por las autoridades, corporaciones ó funcionarios públicos, papel habilitado que no esté provisto de la respectiva estampilla de habilitación. En el caso de que tampoco haya estampillas en la oficina de expendio, el Jefe de ésta lo hara constar así en la nota á que se refiere el artículo 15, sin cobrar derecho alguno por esta nota. En este caso, sólo se podrá hacer uso del papel habilitado el día de la habilitación.
