Créase como establecimiento público del orden nacional, esto es, como un organismo dotado de personería jurídica, autonomía administrativa y patrimonio independiente, adscrito al Ministerio de Educación Nacional: "el Instituto para el Desarrollo de la Democracia"Luis Carlos Galán Sarmiento".

Parágrafo

Declárase la Fundación Luis Carlos Galán como organismo consultivo del Instituto que se crea en el presente artículo para todo aquello relacionado con el desarrollo de los objetivos de la presente Ley.
