Delegase en los Ministros de Guerra, Salud Publica y Trabajo la facultad para reglamentar conjuntamente por Resoluciones la fabricación, almacenamiento, manejo, distribución y expendio de artículos pirotécnicos y de las materias primas necesarias para su elaboración de que trata el Decreto 3416 de 1955.
