Los Departamentos proveerán la manera más eficaz de poner en práctica los procedimientos que el director Nacional de Higiene indique para que la preparación y el consumo de las bebidas fermentadas se hagan en condiciones higiénicas. Los gastos que ocasione la adopción de estos procedimientos se harán del producto del impuesto de consumo de las bebidas fermentadas.
