La Armada tendrá un Comando Superior con su correspondiente Estado Mayor, integrado por Oficiales ejecutivos de Marina, dependerá de la Dirección General de Marina, y ésta del Ministerio de Guerra, y tendrá como Jefe un Oficial de alta graduación elegido por el Poder Ejecutivo de los que figuren en el Escalafón Naval o Militar.
