El producido de la estampilla que se establece por esta Ley, estará exclusivamente destinado a formar los fondos para la "Erradicación de tugurios" existentes en aquel Departamento, labor que se hará por conducto del Instituto de Crédito Territorial, entidad a la cual, la Junta de que versa el artículo 5 o . de la Ley 20 de 1961 , entregará los fondos que se recauden, destinados solo a esos fines.
