Cuando llegue a faltar papel sellado en alguna Oficina de Expendio, se usará papel habilitado para los actos, actuaciones, documentos, y diligencias en que deba emplearse aquél. La habilitación se hará por medio de una nota firmada, con expresión del año, mes y día, que pondrá el respectivo Expendedor en una hoja de papel común, nota en la cual se hará constar la falta. A cada hoja así habilitada se adherirá una estampilla de veinte centavos.
