La Casa estará a cargo de personas versadas en esta clase de tareas, y de preferencia al de una comunidad religiosa. Tendrá las mejores condiciones de higiene y salubridad, y en ella se atenderá a la educación religiosa y moral del menor, a su desarrollo físico, a su cultura intelectual, al aprendizaje de oficios manuales, y por sobre todo, al desarrollo de su sentido moral.
