Art. 2.° En caso de falta temporal del Presidente de la República, lo reemplazará el Ministro que designe el Presidente; y á falta de Ministros en quienes recaiga esta designación, se encargará del Poder Ejecutivo el Gobernador del Departamento que se halle más próximo á la capital de la República.
