Art. 28. La compañía está autorizada para proponer al Poder Ejecutivo los reglamentos que crea convenientes para la policía, uso i seguridad de su via de comunicacion, puertos, obras i establecimientos de todas clases; pero tales reglamentos no se llevarán a efecto sin la espresa aprobacion del Gobierno nacional, quien, despues de haberlos aprobado, podrá reformarlos o derogarlos, si lo estima conveniente, procediendo siempre con arreglo a las leyes de la República.
