Art. 171. La Biblioteca nacional de Bogotá es un establecimiento destinado a servir al público, proporcionando a los concurrentes en la Sala de lectura los libros que deseen consultar y los datos bibliográficos que soliciten. No se podrán sacar los libros fuera de la Biblioteca sino en casos excepcionales, y previa resolución del Ministerio de Instrucción Pública.
