Para la mayor efectividad de lo dispuesto en el artículo anterior, los Gobernadores y los Alcaldes objetarán los presupuestos respectivos que no se ajusten a lo que en tal disposición se prescribe. El Gobierno podrá acusar, por conducto de los Fiscales de los Tribunales Administrativos Seccionales, las ordenanzas, acuerdos y decretos que contravengan a lo dispuesto en la misma disposición.
