Art. 4.° Serán electores todos los colombianos varones que tengan veintiun años, o que sean o hayan sido casados i que residan en el Estado, siempre que se encuentren en las listas de electores que deben formarse, con escepcion de los que hayan perdido por sentencia ese derecho o el uso de su libertad por resolucion judicial, o estén bajo interdiccion o tengan causa criminal pendiente.
