A partir de la vigencia fiscal siguiente a la promulgación de la presente Ley, el Gobierno incluirá en el proyecto de ley de apropiaciones del presupuesto del Ministerio de Educación Nacional, una partida anual como aporte a los gastos de inversión y funcionamiento de la Fundación Rafael Pombo, institución de carácter educativo y cultural, de derecho privado sin ánimo de lucro, para adelantar sus programas a nivel nacional, regional e internacional.
