Anualmente el Ministerio de Obras Públicas, con intervención del Departamento Administrativo de Planeación. y aprobación del Gobierno, preparará el presupuesto del Fondo Vial Nacional, el cual será incluido como anexo al Presupuesto Nacional en los términos del artículo 9° del Decreto extraordinario 1675 de 1964. En este presupuesto se hará estimativo de los posibles ingresos del Fondo, entre los cuales se incluirán las sumas no comprometidas de la vigencia anterior.
