ARTICULO 1º. AMBITO DE APLICACION. El presente Decreto tiene por objeto la fijación de los criterios generales para la prestación del servicio público de telefonía móvil celular, el establecimiento, instalación y operación de sus redes, y el procedimiento para otorgarlo en concesión a empresas estatales, sociedades de economía mixta o a sociedades privadas.
