El Instituto Colombiano de la Juventud y el Deporte (Coldeportes) impulsará, dentro de una política nacional, la construcción, dotación, ampliación, mejora y mantenimiento de instalaciones para la práctica del deporte, la educación física y la recreación, con base en un inventario que elaborará y mantendrá actualizado, con la colaboración de las Juntas Administradoras Seccionales de Deportes, dentro del año siguiente a la expedición del presente decreto Se dará prioridad a la terminación de obras ya iniciadas, y las que inicien las Juntas Administradoras Seccionales de Deportes deberán consultar los programas que, sobre instalaciones, elabore Coldeportes, el cual además, dictará normas sobre seguridad en los estadios.
