El Poder Ejecutivo se entenderá con los Departamentos y Municipios ofreciéndoles los servicios del Instituto Tutelar con todos sus anexos y dependencias, y determinará la contribución que a aquellas entidades corresponda en el goce de dichos servicios. El Gobierno procurará igualmente el concurso social y particular en apoyo de la misma institución.
