Artículo segundo. Para los efectos de este Decreto, en desarrollo del Decreto número 2838 de septiembre de 1954, entiéndese involucradas a la enseñanza primaria las campanas de desanalfebetización de adultos; la de extensión de las Escuelas Radiofónicas y formación de su personal auxiliar; las de incremento normalista y capacitación de maestros; el fomento de la educación campesina específica, con medios tales como la fundación de escuelas vocacionales agropecuarias y escuelas de hogar.
