El Ministerio de Agricultura y Comercio preparará y distribuirá entre los centros productores y comerciales del país, cartillas científicas sobre los cultivos más convenientes a sus zonas y clima: sobre los mercados extranjeros en que puedan ofrecer como mayores ventajas los productos de la industria nacional; sobre manera de acondicionar, empacar y presentar los productos; en general, sobre los sistemas más apropiados de cultivar la tierra y de comerciar con las plazas extranjeras.
