Artículo quinto. Los Intendentes y Comisarios, en los casos de ausencia de que tratan los artículos anteriores, deberán encargar del Despacho para la solución de los asuntos urgentes, a uno de sus Secretarios, por medio del Decreto, El Secretario no podrá, mientras este encargado, ausentarse de la capital de la Intendencia o Comisaria.
