Artículo primero Los planes o proyectos de reorganización general o parcial que los institutos oficiales o semioficiales quieran adelantar, deben ser sometidos en su capa inicial y por conducto de la Presidencia de la República, a la revisión y concepto de la Comisión de Reforma Administrativa, requisito sin el cual no podrán desarrollarse. Los planes o proyectos de reorganización en curso, deberán ser sometidos igualmente por los institutos, por el mismo conducto, a la revisión y concepto de la Comisión de Reforma Administrativa, requisito sin el cual no podrán continuarse.
