º. Los contratos que el Gobierno celebre para explotar las sustancias de que tratan los apartes c) y d) del artículo 4º del Código Fiscal, solamente podrán referirse a las que se encuentren en tierras baldías que actualmente tengan ese carácter o en tierras que habiendo sido baldías hayan sido adjudicadas con posterioridad a la vigencia de las leyes que reservaron para la Nación tales sustancias.
