El Gobierno noneMinisterio de Obras Públicasnone contratará con el Consejo Administrativo de los Ferrocarriles Nacionales la prolongación del Ferrocarril de Nariño desde la Isla de Tumaco a la del Morro, utilizando los medios aconsejados por la técnica y de manera tal que se establezca conexión por vía férrea, por carretera y por medio de avenidas. Los detalles técnicos y las especificaciones se establecerán tomando en cuenta el plan urbanístico de la nueva ciudad.
