Si para el servicio de los empréstitos que se contraten de acuerdo con el artículo anterior no se requiere la totalidad de las rentas destinadas para la formación del Fondo Ferroviario Nacional, el remanente continuará haciendo parte de dicho Fondo y será invertido en la ejecución del plan ferroviario de que trata la Ley 26 de 1945.
