° De acuerdo con la Ley 28 de 1909, y la 71 del mismo año, sobre Presupuestos Nacionales, organizase la quinta Sección de Gendarmería, con el siguiente personal: Un Capitán, un Subteniente, cinco gendarmes de primera clase y veinte de segunda. Este Cuerpo se destina á impedirlos ataques de los indios motilones á los habitantes de la comarca que abraza los Municipios de La Palma, Teorama y Convención, de las Provincias de Ocaña y El Carmen, Departamento de Cúcuta.
