El fondo de gestión se regirá por las normas previstas en el Decreto - ley 1647 de1991, sus recursos estarán formados por lo previsto en dicho decreto, más lo dispuesto en el artículo 74 del Decreto - ley1648 de 1991 y las demás normas de carácter presupuestal.
