Art. 38. El Gobierno tendrá especial cuidado en establecer, en cuanto sea posible, en todos los Municipios de la República, enseñanza nocturna de los principios morales y religiosos y de nociones científicas elementales a los obreros que por su edad o por otras circunstancias no pueden concurrir a las Escuelas Públicas Primarias.
