Si el promedio anual de escrituras otorgadas en los cinco años anteriores en un Círculo de Notaría resultare inferior a tres mil por cada Notario, en los de primera categoría o de dos mil por cada Notario, en los de segunda y tercera, podrán suprimirse oficinas sobrantes según el orden numérico y mediante Decreto del Gobierno Nacional.
